The stifling of any rebellion in advance must not be taken violently - Archaic methods like Hitler's are clearly out of place - It is enough to create a collective conditioning so strong that even the idea of rebellion no longer comes to the minds of men - The ideal would be to train individuals from birth by limiting their innate biological capacities...
Then we would continue the conditioning by drastically reducing the level and quality of education to bring it back to a form of professional integration - The uneducated individual has only a limited horizon of thought and the more his thought is limited to material, mediocre concerns, the less he can revolt - We need to make access to knowledge more difficult and let the elitists dig the gap between the people and science, letting information aimed at the general public anesthetize any subversive content. Especially no philosophy. Here again, we need to use persuasion and not direct violence: we will massively broadcast, via TV, stupid entertainment, always pricked by the emotional, instinctive. We will occupy the mind with what is vain and playful. It's good with chatter and nonstop music to prevent the mind from the question of thinking.
