Jan Kohout, ein zweifacher ehemaliger Außenminister, wurde von den Regierungen der ANO und der ČSSD für den Posten des Botschafters in Rom nominiert. Der Diplomat und pro-chinesische Lobbyist wartet seit anderthalb Jahren auf eine Sicherheitsfreigabe. Der zweifache Ex-Außenminister Jan Kohout wartet seit Februar letzten Jahres auf seine Sicherheitsfreigabe. Jetzt hat dieser "Burg"-Mann seinen Traum von Rom zum Greifen nah. Nach Angaben von Seznam Zprav hat Kohout endlich seine Sicherheitsgenehmigung erhalten und soll das Agrément, d.h. die Zustimmung der italienischen Behörden zu seiner diplomatischen Ernennung, in der Tasche haben. Jan Kohout war in den letzten Jahren eine der Stützen des Machtnetzwerks von Staatschef Miloš Zeman. Zwischen 2013 und 2014 war er Minister in der Präsidialregierung, die jedoch nie das Vertrauen der Abgeordnetenkammer erhielt. Gleichzeitig war er an pro-chinesischen Aktivitätenin der Tschechischen Republik beteiligt, die von Zeman gefördert wurden.

O výstavě Plečnikova knihovně: „Stvořeno pro všechny časy“, která je do 12. listopadu letošního roku k vidění v Národní a univerzitní knihovně (Nuk) v Lublani, jsme hovořili s dr. Damjanem Prelovškem, předním odborníkem na Plečnikovo dílo. Plečnik podle něj vycházel ze Semperovy teorie odívání, ale do svých konstrukcí vždy včleňoval prvky slovinského folkloru.

DEMOKRACIE: Pane Prelovšku, než přejdeme k výstavě Plečnikova knihovna: „Stvořeno pro všechny časy“, ráda bych se vás zeptala, co bylo dříve na místě dnešní Nuky? Jaká budova tam stála předtím?

Prelovšek: Na místě dnešní Nuky stával kdysi pozdně renesanční knížecí dvorec, který v polovině 17. století postavili Turjačané. Při zemětřesení v roce 1895 byl částečně poškozen. Byl zbourán, protože odváděl světlo od banky Slavija, která se nacházela naproti a které šéfoval primátor Hribar. Město Lublaň na tomto místě postavilo novou budovu podle návrhu chorvatského architekta Josipa Vancase podle Požeškova plánu na výstavbu kancelářského paláce, k čemuž však nedošlo.  Zajímavostí je, že při výkopu základů pro Nuk byla nalezena stříbrná pozlacená deska, která se dnes ztratila, se zajímavým latinským nápisem: "Respektuj štěstí".

 "Le procès pour discrimination en cours est si décevant et si honteux de vous faire subir cela" : un extrait du vœu de Noël d'un diplomate étranger au Dr Jana Chaloupková, je m'y identifie totalement.

 Un politicien tchèque a répondu "Vous mourrez comme un chien" à la question de Mme Chaloupková sur ce qui arriverait si elle ne cessait pas de se battre pour son travail et pour la justice. Les divers avertissements et menaces ont commencé lentement en 2020. Aujourd'hui, je donne la parole à l'un des autres témoins pour qu'il décrive un appel téléphonique qu'il a lui-même entendu au printemps 2021 :

"C'était en mars 2021 et nous étions en train de nous habiller dans le couloir de la maison d'un ami à Prague. Mlle Jana essayait de joindre un collègue du service du personnel du ministère des affaires étrangères parce qu'elle devait lui envoyer un document par courriel. Il ne répondait pas au téléphone, il était déjà près de cinq heures, nous avons donc décidé de rentrer à la maison. Soudain, le téléphone a sonné et a retenti. Jana l'a mis sur le micro pour pouvoir enfiler ses bottes en même temps. Une voix agréable s'est fait entendre de l'autre côté. Je n'y ai pas prêté attention, mais j'ai rapidement dû faire la sourde oreille. La communication habituelle au sujet d'un papier a été suivie de quelques mots choquants :

"Avez-vous de l'argent ? Mlle Jana n'a pas réagi et a regardé avec surprise. "Je vous l'ai dit quand je vous ai appelée au Maroc. Le Secrétaire d'Etat est derrière tout. Il y a des réunions entre lui et les proches dirigeants du ministère. Il a été décidé à ce moment-là que vous n'auriez jamais de travail. Je suis sincère. Quoi qu'il en soit, vous pouvez vous réjouir d'être encore en vie. Vous avez empiété sur les affaires de quelqu'un avec le visa. Et c'est impardonnable.“

Le MAE ne fonctionne pas selon des critères moraux et pas seulement. Qu'est-ce qui fonctionne selon ces critères, ou qui est régi par eux, dans le monde d'aujourd'hui ? C'est pourquoi le monde est inévitablement plongé dans une nouvelle crise économique profonde. Sans les fondements de la moralité, tôt ou tard, tout s'effondrera inévitablement, et en fin de compte, légalement. J. A.  "You will die like a dog" was the response of a Czech politician to Dr. Chaloupková's question about what will happen if she does not stop fighting for her job and for justice. The various warnings and threats began slowly in 2020. Today, I am giving space to one of the other witnesses to describe a phone call he himself heard in the spring of 2021:

Miss Jana was trying to reach a colleague from the personnel department of the Ministry of Foreign Affairs because she needed to email a document. You stepped on somebody's business with the visa. And that's unforgivable.''

The MFA does not work according to moral criteria and not only it. What works according to them, or is governed by them, in today's world? That is why the world is inevitably plunging into another deep economic crisis. Without the foundations of morality, sooner or later, everything will inevitably collapse, and in the end it will lawfully collapse. J. A. "Der laufende Diskriminierungsprozess ist so enttäuschend und eine Schande, dass Sie das durchmachen müssen": ein Auszug aus dem Weihnachtswunsch eines ausländischen Diplomaten an Dr. Jana Chaloupková, dem ich mich voll und ganz anschließen kann.

"Sie werden sterben wie ein Hund", war die Antwort eines tschechischen Politikers auf die Frage von Dr. Chaloupková, was passieren wird, wenn sie nicht aufhört, für ihren Job und für Gerechtigkeit zu kämpfen. Die verschiedenen Warnungen und Drohungen begannen langsam im Jahr 2020. Heute lasse ich einen der anderen Zeugen zu Wort kommen, um einen Telefonanruf zu beschreiben, den er selbst im Frühjahr 2021 erhielt:

"Es war im März 2021 und wir zogen uns gerade im Flur des Hauses einer Freundin in Prag an. Frau Jana versuchte, einen Kollegen aus der Personalabteilung des Außenministeriums zu erreichen, weil sie ein Dokument per E-Mail versenden musste. Er ging nicht ans Telefon, es war bereits kurz vor fünf Uhr, also beschlossen wir, nach Hause zu gehen. Plötzlich klingelte das Telefon und sl. Jana legte den Hörer auf das Mikrofon, damit sie gleichzeitig ihre Stiefel anziehen konnte. Auf der anderen Seite meldete sich eine angenehme Stimme. Ich schenkte ihr keine Beachtung, aber bald musste ich mich taub stellen. Auf die übliche Mitteilung über eine Zeitung folgten einige schockierende Worte:

"Haben Sie Geld? Und haben Sie Arbeit?" Frau Jana reagierte nicht, sondern starrte mich nur verwundert an. "Nun, ich habe es Ihnen gesagt, als ich Sie in Marokko anrief. Der Außenminister steckt hinter allem. Es gibt Besprechungen zwischen ihm und der engen Führung des Ministeriums. Damals wurde beschlossen, dass Sie nie eine Stelle bekommen würden. Ich meine es gut. Wie auch immer, Sie können froh sein, dass Sie noch am Leben sind. Mit dem Visum haben Sie sich in die Angelegenheiten anderer eingemischt. Und das ist unverzeihlich.''

Die Aussenministerium funktioniert nicht nach moralischen Kriterien, und nicht nur sie. Was funktioniert in der heutigen Welt nach diesen Kriterien, oder wird von ihnen bestimmt? Deshalb wird die Welt unweigerlich in eine weitere tiefe Wirtschaftskrise stürzen. Ohne die Grundlagen der Moral wird früher oder später alles unweigerlich zusammenbrechen, und am Ende wird es rechtmäßig zusammenbrechen. J. A. Comenius: "Es ist ein solches Tier, das die ganze Welt umarmt und mit ihr macht, was es will."

Qui était donc Badraoui ? Et quel était son intérêt pour les visas d'A. Bahaddou ?

L'avocat du MAE, Jiri Slays, m'a posé une question similaire l'année dernière : pourquoi les Marocains étaient-ils intéressés par la découverte de la fraude aux visas et pourquoi, au fil du temps, m'ont-ils donné certains de leurs enregistrements d'écoutes téléphoniques d'ambassades liées aux visas ? Dans une société légale, une telle question ne devrait même pas se poser : après tout, tout le monde devrait être intéressé par le respect de la loi, par l'exécution correcte de l'agenda des visas et par le fait de ne pas encourager la traite des êtres humains. Dans la pratique, cependant, nous savons tous que dans les pays arabes, de nombreuses personnes ferment les yeux. Au Maroc, en revanche, de nombreuses personnes sont heureuses de voir leurs concitoyens s'installer en Europe et de gagner de l'argent. Certains recherchent simplement une vie matérielle meilleure, d'autres veulent répandre la foi musulmane en Europe, et d'autres encore se livrent à diverses activités pas tout à fait légales. D'un autre côté, le Maroc est un partenaire stratégique de l'UE et reçoit beaucoup d'argent dans le cadre de projets visant à lutter contre l'immigration clandestine et à résoudre les problèmes d'asile.

So who was Badraoui anyway? And what was his interest in A. Bahaddou's visas?

I was asked a similar question by MFA lawyer Jiri Slays last year - why were the Moroccans interested in uncovering visa fraud and why, over time, did they give me some of their tapes of embassy wiretaps related to visas? In a legal society, such a question shouldn't even come up: after all, everyone should be interested in following the law, in the correct execution of the visa agenda, and in not encouraging human trafficking. In practice, however, we all know that in Arab countries many people turn a blind eye. In Morocco, on the other hand, many people are happy for their people to move to Europe and to make money out of it. Some are just looking for a better material life, others want to spread the Muslim faith in Europe, and still others engage in various not entirely legal activities. On the other hand, however, Morocco is a strategic partner of the EU and receives a lot of money in projects to combat illegal migration and to solve asylum problems.

Wer also war Badraoui überhaupt? Und was war sein Interesse an den Visa von A. Bahaddou?

Eine ähnliche Frage wurde mir letztes Jahr von Jiri Slays, einem Anwalt des Außenministeriums, gestellt - warum waren die Marokkaner an der Aufdeckung von Visa-Betrug interessiert und warum gaben sie mir im Laufe der Zeit einige ihrer Aufzeichnungen von Botschaftsabhörungen im Zusammenhang mit Visa? In einer legalen Gesellschaft sollte sich eine solche Frage gar nicht erst stellen: Schließlich sollte jeder daran interessiert sein, das Gesetz zu befolgen, die Visageschäfte korrekt abzuwickeln und den Menschenhandel nicht zu fördern. In der Praxis wissen wir jedoch alle, dass in den arabischen Ländern viele Menschen ein Auge zudrücken. In Marokko hingegen sind viele Menschen froh, wenn ihre Landsleute nach Europa kommen und damit Geld verdienen. Einige suchen einfach ein besseres materielles Leben, andere wollen den muslimischen Glauben in Europa verbreiten, und wieder andere gehen verschiedenen nicht ganz legalen Tätigkeiten nach. Andererseits ist Marokko jedoch ein strategischer Partner der EU und erhält viel Geld für Projekte zur Bekämpfung der illegalen Migration und zur Lösung von Asylproblemen.

The MFA Czech Republic needs a total reform and purge! Career diplomats are the type of people who cover their backs for the sake of profit, and the interests of the country come second. The higher the position of responsibility, the less freedom the person has to solve the problem or challenge. He needs ten times more knowledge and expertise than is actually needed. Honour the exceptions! JŠ

Jan Čapek produced an audit, the contents of which were unpleasant for the Ministry of Foreign Affairs. He found that the office was not transparently selecting people for highly desirable positions in embassies. A swift sacking followed.

According to the immediate account of Čapek's boss, Hybášková (the personnel chief) was told by Čapek's boss (as heard on the recording) that if journalists learned that the selections were not transparent, "it would be such a headline." Also that the audit report should be classified so that journalists can't get to it through the information law.

Did an article disappear from the front page of Seznam.cz unusually quickly? One of the diplomat's first posts about her experience was no longer found in the discussion of the article. I'm adding more relevant information:

Můžeme, na základě dostupných faktů a skutečností říci, že současné osazenstvo Pražského hradu se chová jako vlastizrádci. Zájem země je pro ně na posledním místě, pokud vůbec nějaký zájem, tyto zcela bezcharakterní osoby, mají – vyjma svých osobních zájmů. Vlastizrada je, trestním činem. Kdo ji má řešit, ví a neřeší, stává se spolupachatelem. JŠ

Dvojnásobného exministra zahraničí Jana Kohouta na post ambasadora v Římě nominovala ještě vláda ANO a ČSSD. Diplomat a pročínský lobbista čekal na bezpečnostní prověrku rok a půl.

Dvojnásobný exministr zahraničí Jan Kohout čekal na bezpečnostní prověrku od loňského února. Nyní má tento „hradní“ muž na dosah vysněný Řím. Podle informací Seznam Zpráv Kohout prověrku nakonec dostal a v kapse má mít i agrément, tedy souhlas italských úřadů s jeho diplomatickým jmenováním. Jan Kohout v posledních letech patřil k pilířům mocenské sítě hlavy státu Miloše Zemana. V letech 2013 až 2014 byl ministrem prezidentské vlády, která nikdy nezískala důvěru Poslanecké sněmovny. Zároveň se angažoval v českých pročínských aktivitách, které zaštiťoval právě Zeman.

Prověrka u něj trvala třikrát déle, než je zvykem. Národní bezpečnostní úřad (NBÚ), který prověrky uděluje, Seznam Zprávám sdělil, že zákonem stanovená základní lhůta pro prověření na stupeň tajný je šest měsíců. „V naprosté většině případů je však bezpečnostní řízení ukončeno před uplynutím základní lhůty,“ uvedla Dagmar Urbancová z kanceláře ředitele úřadu. Od roku 2011 se angažoval v česko-čínské družbě, která později nabrala na obrátkách po nástupu Miloše Zemana na Hrad. Kohout byl mimo jiné šéfem česko-čínské obchodní komory i Institutu Nové hedvábné stezky.

Aktualizováno 12.1.2024:Fotografii Jiřího Čisteckého jsem chtěl původně hned retušovat. Po konzultaci jsem ji ponechal vzhledem k tomu, že MZV roky vůbec nereagovalo. Nebylo to porušení novinářské etiky, ale ospravedlnitelné jednání, vzhledem k závažnosti situace. Dnes jsem fotografii retušoval, protože důvod se minul účinkem a stává se kontraproduktivním. Slušný diplomat takové snímky nepořizuje a neposílá je jiným diplomatům či jiným osobám. Takový člověk nemá v diplomacii vyspělé země co dělat, stejně jako ti, kteří jsou o situaci informování, nekonají a pomlouvají ty, co na ostudnou situaci roky upozorňují. Jiří Čistecký je stále nejvyšším představitelem české ambasády v Moskvě. 1.Nízká úroveň české státní služby a diplomacie MZV ČR

Portál iDNES přinesl zprávu ovyhazovu auditora Jana Čapka poté, co zpracoval pravdivý audit o netransparentní práci personální sekce ministerstva zahraničí. Jak správně Čapek uvádí, ministr Jan Lipavský nemluví pravdu a na rozdíl od svého vyjádření skutečně kryje předchozí vládu A. Babiše. Proč? Pokusíme se na to odpovědět v našem seriálu, kde odhalíme důkazy české verze skandálu Maroccogate, který se začal šetřit v Evropském parlamentu počátkem tohoto roku a šetření stále není u konce.

Updated 12.1.2024:I originally wanted to retouch the photo of Jiří Čistecký right away. After consultation, I kept it, since the MFA did not respond at all for years. It was not a violation of journalistic ethics, but a justifiable action given the gravity of the situation. Today, I retouched the photo because the reason has missed its effect and is becoming counterproductive. A decent diplomat does not take such pictures and send them to other diplomats or other persons. Such a person has no business in the diplomacy of a developed country, just as those who are informed of the situation do not act and slander those who have been drawing attention to the shameful situation for years. I like the Czech Republic very much and it is hard to write these lines. In the last 4 years I have contacted many Czech politicians, diplomats, civil servants, also MPs and senators. Nobody wanted to deal with the Schengen visa fraud at the Czech embassy in Morocco. Some remained silent, others pleaded that they were not the competent ones. Others openly admitted that they were afraid because they had children and did not want anything to happen to them. The warnings and threats did not go unheeded by me or by Mrs Jana Chaloupková, who refused to issue visas to suspicious persons and investigated the strange people around the visas. Over the years, I have received a lot of evidence from non-corrupt persons interested in justice and truth from Morocco and other African and European countries. All of this material is stored in various places and countries and should anything happen to me or Mrs Chaloupka it will all be made public immediately.

Il ne s'agissait pas d'une violation de l'éthique journalistique, mais d'une action justifiable compte tenu de la gravité de la situation. Aujourd'hui, j'ai retouché la photo car la raison a manqué son effet et devient contre-productive. Un diplomate digne de ce nom ne prend pas de telles photos et ne les envoie pas à d'autres diplomates ou à d'autres personnes. Une telle personne n'a rien à faire dans la diplomatie d'un pays développé, tout comme ceux qui sont informés de la situation n'agissent pas et calomnient ceux qui attirent l'attention sur cette situation honteuse depuis des années. 1.Le faible niveau de la fonction publique tchèque et de la diplomatie du ministère tchèque des affaires étrangères

Le portail iDNESa rapporté le licenciement de l'auditeur Jan Čapek après qu'il ait préparé un véritable audit sur le travail non transparent de la section du personnel du ministère des affaires étrangères. Comme l'affirme à juste titre M. Čapek, le ministre Jan Lipavský ne dit pas la vérité et, contrairement à ce qu'il affirme, il couvre en fait le précédent gouvernement d'A. Babiš. Pourquoi ? Nous tenterons de répondre à cette question dans notre série, où nous révélerons les preuves de la version tchèque du scandale du Maroccogate, qui a fait l'objet d'une enquête au Parlement européen au début de l'année et qui n'est toujours pas terminée.

J'aime beaucoup la République tchèque et il m'est difficile d'écrire ces lignes. Au cours des quatre dernières années, j'ai contacté de nombreux hommes politiques tchèques, des diplomates, des fonctionnaires, mais aussi des députés et des sénateurs. Personne ne voulait s'occuper de la fraude aux visas Schengen à l'ambassade tchèque au Maroc. Certains sont restés silencieux, d'autres ont plaidé qu'ils n'étaient pas compétents. D'autres ont ouvertement admis qu'ils avaient peur parce qu'ils avaient des enfants et qu'ils ne voulaient pas qu'il leur arrive quelque chose. Les avertissements et les menaces n'ont pas été ignorés par moi ou par Mme Jana Chaloupková, qui a refusé de délivrer des visas aux personnes suspectes et a enquêté sur les personnes étranges qui se trouvaient à proximité des visas. Au fil des ans, j'ai reçu de nombreuses preuves de la part de personnes non corrompues intéressées par la justice et la vérité, originaires du Maroc et d'autres pays d'Afrique et d'Europe. Tout ce matériel est stocké dans différents endroits et pays. Au cas où il m'arriverait quelque chose, à moi ou à Mme Chaloupka, tout serait immédiatement rendu public.

Nach Rücksprache habe ich es behalten, da das Aussenministerium jahrelang überhaupt nicht reagiert hat. Das war kein Verstoß gegen die journalistische Ethik, sondern eine vertretbare Maßnahme angesichts des Ernstes der Lage. Heute habe ich das Foto retuschiert, weil der Anlass seine Wirkung verfehlt hat und kontraproduktiv wird. Ein anständiger Diplomat nimmt solche Bilder nicht auf und schickt sie an andere Diplomaten oder andere Personen. Eine solche Person hat in der Diplomatie eines entwickelten Landes nichts zu suchen, genauso wie diejenigen, die über die Situation informiert sind, nicht handeln und diejenigen verleumden, die seit Jahren auf die beschämende Situation aufmerksam machen. Jiří Čistecký ist nach wie vor der höchste Vertreter der tschechischen Botschaft in Moskau. JŠ

1.Das niedrige Niveau des tschechischen öffentlichen Dienstes und der Diplomatie des tschechischen Außenministeriums

Das Portal iDNES berichtete über die Entlassung des Wirtschaftsprüfers Jan Čapek, nachdem er einen wahren Audit über die undurchsichtige Arbeit der Personalabteilung des Außenministeriums erstellt hatte. Wie Čapek richtig feststellt, sagt Minister Jan Lipavský nicht die Wahrheit und deckt entgegen seiner Aussage in Wirklichkeit die vorherige Regierung von A. Babiš. Aber warum? Wir werden versuchen, diese Frage in unserer Serie zu beantworten, in der wir die Beweise für die tschechische Version des Maroccogate-Skandals aufdecken werden, der Anfang dieses Jahres im Europäischen Parlament untersucht wurde und dessen Untersuchung noch nicht abgeschlossen ist.

Ich mag die Tschechische Republik sehr und es fällt mir schwer, diese Zeilen zu schreiben. In den letzten 4 Jahren habe ich viele tschechische Politiker, Diplomaten, Beamte, auch Abgeordnete und Senatoren kontaktiert. Keiner wollte sich mit dem Schengen-Visabetrug in der tschechischen Botschaft in Marokko befassen. Einige schwiegen, andere beteuerten, sie seien nicht zuständig. Andere gaben offen zu, dass sie Angst hatten, weil sie Kinder hatten und nicht wollten, dass ihnen etwas zustößt. Die Warnungen und Drohungen blieben weder bei mir noch bei Frau Jana Chaloupková ungehört, die sich weigerte, verdächtigen Personen ein Visum auszustellen und die seltsamen Personen im Umfeld der Visa untersuchte. Im Laufe der Jahre habe ich eine Menge Beweismaterialvon nicht korrupten, an Gerechtigkeit und Wahrheit interessierten Personen aus Marokko und anderen afrikanischen und europäischen Ländern erhalten. All dieses Material wird an verschiedenen Orten und in verschiedenen Ländern aufbewahrt. Sollte mir oder Frau Chaloupka etwas zustoßen, wird alles sofort öffentlich gemacht.

Velmi jsem si vážil kroku českého premiéra Petra Fialy, který v březnu 2022 navštívil spolu s tehdejším slovinským premiérem (a jak je mi známo z jeho iniciativy) Janezem Janšou a polskými partnery Kyjev. Byli první, kteří takto podpořili ukrajinský národ a jeho prezidenta Zelenského v boji proti ruské agresi za svobodu a demokracii. Celá mise byla odvážná a rozhodně nebyla z bezpečnostního hlediska bez rizik.

Také jsem vkládal velké naděje do nové vládní koalice Petra Fialy, který v předvolební kampani 2021 sliboval slušnost a narovnání chyb předchozí vlády. Bohužel na toto ale ještě čekám.

Premiér byl jednou z osob, které jsem oslovil ve věci závažných podvodů s schengenskými vízy na českém velvyslanectví v Maroku. Zatím jsem odpověď neobdržel.  Jiným českým občanům, kteří ho rovněž v této záležitosti kontaktovali, ale zdůraznil, že „nemá kompetence“. Premiér dle Ústavy ČR organizuje činnost vlády, řídí její schůze a vystupuje jejím jménem. Jeho pozice v rámci vlády je poměrně silná a určuje směřování politiky. Přestože nesmí přímo ovlivňovat činnost jednotlivých ministerstev, neměl by zavírat oči před vážnými pochybeními. Z titulu své funkce je současně předsedou Bezpečnostní rady státu a Rady pro boj s korupcí.

I very much appreciated the move by Czech Prime Minister Petr Fiala to visit Kiev in March 2022, together with the then Slovenian Prime Minister (and, as I know, on his initiative) Janez Janša and his Polish partners. They were the first to support the Ukrainian nation and its President, Mr Zelensky, in this way in the fight against Russian aggression for freedom and democracy. The whole mission was courageous and certainly not without risks from a security point of view.

I also had high hopes for the new governing coalition of Petro Fiala, who in the 2021 election campaign promised decency and to right the wrongs of the previous government. Unfortunately, I am still waiting for this.

The Prime Minister was one of the people I approached in the matter of serious fraud with Schengen visas at the Czech embassy in Morocco. I have not yet received a reply.  However, he has stressed to other Czech citizens who have also contacted him on this matter that he "has no competence". According to the Constitution of the Czech Republic, the Prime Minister organises the activities of the government, chairs its meetings and speaks on its behalf. His position within the government is quite strong and determines the direction of policy. Although he cannot directly influence the activities of individual ministries, he should not turn a blind eye to serious misconduct. By virtue of his position, he is also the Chairman of the State Security Council and the Council for Combating Corruption.

J'ai beaucoup apprécié la décision du Premier ministre tchèque Petr Fiala de se rendre à Kiev en mars 2022, en compagnie du Premier ministre slovène de l'époque (et, comme je le sais, à son initiative) Janez Janša et de ses partenaires polonais. Ils ont été les premiers à soutenir la nation ukrainienne et son président, M. Zelensky, dans la lutte contre l'agression russe pour la liberté et la démocratie. Toute cette mission était courageuse et n'était certainement pas sans risques du point de vue de la sécurité.

J'avais également de grands espoirs dans la nouvelle coalition gouvernementale de Petro Fiala qui, lors de la campagne électorale de 2021, avait promis de faire preuve de décence et de redresser les torts du gouvernement précédent. Malheureusement, je l'attends toujours.

Le Premier ministre est l'une des personnes que j'ai contactées dans l'affaire de la fraude grave aux visas Schengen à l'ambassade tchèque au Maroc. Je n'ai pas encore reçu de réponse.  Cependant, il a souligné à d'autres citoyens tchèques qui l'ont également contacté à ce sujet qu'il n'avait "aucune compétence". Selon la Constitution de la République tchèque, le Premier ministre organise les activités du gouvernement, préside ses réunions et s'exprime en son nom. Sa position au sein du gouvernement est assez forte et détermine l'orientation de la politique. Bien qu'il ne puisse pas influencer directement les activités des différents ministères, il ne doit pas fermer les yeux sur les fautes graves. De par sa position, il est également le président du Conseil de sécurité de l'État et du Conseil de lutte contre la corruption.

Ich habe es sehr begrüßt, dass der tschechische Premierminister Petr Fiala im März 2022 gemeinsam mit dem damaligen slowenischen Premierminister (und, wie ich weiß, auf seine Initiative hin) Janez Janša und seinen polnischen Partnern nach Kiew gereist ist. Sie waren die ersten, die die ukrainische Nation und ihren Präsidenten, Herrn Zelensky, auf diese Weise im Kampf gegen die russische Aggression für Freiheit und Demokratie unterstützt haben. Die gesamte Mission war mutig und aus sicherheitspolitischer Sicht sicherlich nicht ohne Risiken.

Ich hatte auch große Hoffnungen in die neue Regierungskoalition von Petr Fiala gesetzt, der im Wahlkampf 2021 Anstand und die Wiedergutmachung der Fehler der Vorgängerregierung versprochen hatte. Leider warte ich immer noch darauf.

Der Premierminister war einer derjenigen, an die ich mich in der Angelegenheit des schweren Betrugs mit Schengen-Visa in der tschechischen Botschaft in Marokko gewandt habe. Ich habe noch keine Antwort erhalten.  Gegenüber anderen tschechischen Bürgern, die sich ebenfalls in dieser Angelegenheit an ihn gewandt haben, hat er jedoch betont, dass er "nicht zuständig" sei. Nach der Verfassung der Tschechischen Republik organisiert der Ministerpräsident die Tätigkeit der Regierung, leitet ihre Sitzungen und spricht in ihrem Namen. Seine Position innerhalb der Regierung ist ziemlich stark und bestimmt die Richtung der Politik. Obwohl er keinen direkten Einfluss auf die Tätigkeit der einzelnen Ministerien nehmen kann, sollte er bei schwerwiegendem Fehlverhalten nicht die Augen verschließen. Kraft seines Amtes ist er auch Vorsitzender des Staatssicherheitsrates und des Rates zur Bekämpfung der Korruption.

Dr. Damjan Prelovšek – historik umění a odborník na moderní architekturu, specialista na dílo architekta Jože Plečnika, velvyslanec Slovinska v ČR 1998-2002, člen Evropské akademie věd a umění, spisovatel a fotograf.

V minulém díle jsem zveřejnil dopis, který obdržel „Právní stát“ od ÚV ČR, respektive premiéra Petra Fialy. Ve věci podvodů s schengenskými vízy na české ambasádě v Maroku předseda vlády doporučuje kontaktovat MZV ČR a MV ČR. Samozřejmě jsem ministerstvo zahraničí kontaktoval ihned ještě v r. 2019 a snažil se sdělit informace, které jsem obdržel od pracovníků Královského paláce v Rabatu. Opakovaně jsem nabídl nejen údaje, ale později i materiály, které mi postupně  Maročané poskytli (nejen oni, ale např. i afričtí diplomaté). Nebyla ale žádná odezva/zájem. Až po delším čase v prosinci 2020 mi napsal tehdejší státní tajemník Miloslav Stašek (dnes velvyslanec ve Washingtonu, blízký ČSSD/ANO a dle českých médií v té době „muž Andreje Babiše a Hradu za doby Miloše Zemana na ministerstvu zahraničí“).

Vyzýval mne, abych se do ničeho nemíchal, že jde o vnitřní záležitost ČR. Když jsem odpověděl, že korektní výkon schengenské vízové agendy je záležitostí všech států EU/Schengenu a otázkou dodržování práva EU (na němž jsme se my = členské státy dohodly), a očekával bych tedy zájem o bezpečnost, spolupráci a solidaritu v rámci Schengenui od něj, již nereagoval.

Obdobně jsem se snažil později kontaktovat i ministra Lipavského, a to skrze mého dobrého kamaráda, člena strany Pirátů. Potkali jsme se v Praze a přitakal, že korupce je na všech ministerstvech, není to snadné a Piráti budou muset po volbách dělat i kompromisy. Slíbil zařídit schůzku konzulky Chaloupkové s p. Lipavským ještě v době, kdy se prezident Zeman rozmýšlel, zda podepíše jeho nominaci. Lipavský reagoval, že právě nemá čas. Později neodpověděl na řadu emailů a dopisů, zvolil taktitu mrtvého brouka. P. Šinagl mi za pár měsíců sdělil, že ho potkal v květnu v Plzni na SLAVNOSTECH SVOBODY a ministr uvedl, že o kauze víz v Maroku „nic neví a že se na to podívá“. A můj kamarád? Ještě se snažil zajistit schůzku s nějakým pirátským (euro)poslancem, ale nakonec se mnou přestal komunikovat úplně. Zřejmě mu jeho Strana nařídila, aby do ničeho nestrkal nos a raději se ode mne „vzdálil“. Byli jsme přitom dobří přátelé a spolupracovali jsme spolu v oblasti kultury několik let. Pro úplnost dodávám, že jsem již v r. 2020 také písemně informoval šéfa Pirátů Bartoše, což rovněž zůstalo bez odpovědi. Potkal ho ale v Praze na ulici Právní stát a jemu v reakci na podobné sdělení Bartoš rychle odpověděl: „Víza v Maroku? To už vyřídil Hamáček (tehdy ministr vnitra, ČSSD).“
