En Slovénie, on dit que le communisme fonctionnait selon le principe consistant à calomnier d'abord les personnes gênantes, puis à les liquider. Malheureusement, ce principe perdure aujourd'hui. Par exemple, la gauche slovène ne cesse de calomnier notre ancien Premier ministre Janez Janša, qui a même été emprisonné pendant plusieurs mois. C'était injuste. Je suis surpris que les mêmes pratiques soient normales en République tchèque aujourd'hui. Il semble que l'époque de Václav Havel soit irrévocablement révolue. Ce que le ministère tchèque des affaires étrangères se permet de faire dépasse les limites du tolérable.

Le Premier ministre Fiala a promis aux électeurs la décence, qui, avec la lutte contre la corruption, est l'engagement de l'ensemble de son gouvernement.  Dans son discours à l'occasion de l'anniversaire du 17 novembre de l'année dernière, il a littéralement déclaré qu'il était heureux que le temps soit enfin venu "où les gens n'ont pas à s'inquiéter d'être condamnés pour quelque chose qu'ils n'ont pas fait". Malheureusement, ce n'est pas encore la réalité en République tchèque. Au cours des quatre dernières années, j'ai entendu parler de nombreux cas où des personnes n'ont pas été en mesure d'obtenir la justice et la vérité, même par le biais des tribunaux. Ils ont perdu leur emploi, leur réputation et l'élan de leur vie sous le poids de la corruption, de l'intimidation, de la vengeance et du dysfonctionnement de certains aspects du système actuel.

Malheureusement, les méthodes du STB, ou dans notre cas de l'UDBY, sont encore utilisées aujourd'hui et heureux sont ceux qui vivent leur vie paisiblement et tranquillement sans rencontrer tout cela. Je me suis senti comme au bon vieux temps ou dans un film en 2019 au Maroc. Lors de ma dernière visite, j'ai assisté à la manipulation et à la liquidation brutale d'un homme honnête qui a toujours aidé les autres, qui a fait son travail avec son cœur, un homme qui se souciait du bien de l'Europe. Eva Pavlovská, psychologue du MAE, est l'une de celles qui ont enfoncé le clou dans le cercueil de son travail.

I z presidenta ČR se tak stává poslušný úředník, za kterého myslí, koná a přebírá odpovědnost zákon, místo aby byl morální autoritou a využil plně svého postavení a pravomocí – CHUCPE! P.S. psal jsem Vam, pred nejakym casem, jak nas ambasada v Rabatu sikanuje a nemuzeme s manzelkou zit spolu uz 4 roky. Pokusil jsem se napsat prezidentovi a toto mi odpovedel. Nikdo nechce nic resit, nikdo nechce pomoci. Kazdy se jen schovava za ty druhe. Mam pocit, ze CR neni v EU, ze u Vas neplati zadna prava. Prece to ma byt zakladni pravo manzelu, aby zili spolu v jednom miste, jinak se manzelstvi neda v praxi ani nijak realizovat.

Mohu Vam nas pribeh poslat ke zverejneni?

Jen prosim, manzelka ma strach a chtela, aby tam nebylo nase jmeno. Ja moc s pocitacem neumim. Az byste tam dal prezidentuv dopis, mohl byste zamazat me jmeno nahore a dole, kde je i muj email? Ja to neumim.

Jsem naprosto zniceny. Mam  zniceny zivot. A proc? Jen proto, ze se nelibime nekomu na ceske ambasade v Rabatu, ktera si na nas zasedla. To vubec nechapu. Kamaradi se ozenili s Evropankami, uz davno s nimi ziji nekde ve Finsku a Francii. Nemaji zadny problem a my jsme takto sikanovani. Proc? Co jsme komu udelali? Proc je Ceska republika tak divna?

 Diplomat řídil pod vlivem a musel zmizet z USA. Trest nebude - Bývalý český atašé v USA Luděk Moravec si může oddychnout. Za opakované řízení pod vlivem alkoholu ve Washingtonu nedostane žádný trest a dále působí na vysokém postu na Ministerstvu vnitra. Za mořem mu přitom hrozilo vězení. Zatímco v USA by Moravcovi hrozila vysoká pokuta a třeba i vězení, v Česku žalobci podklady pro Moravcovo stíhání nenašli. Případ nepředali ani policii, natož soudu. „Vzhledem k tomu, že příslušnými orgány (v daném případě orgány činnými v trestním řízení) nebylo prokázáno porušení právních předpisů ze strany státního zaměstnance, nelze učinit ani závěr o tom, že státní zaměstnanec porušil služební kázeň,“ tvrdí mluvčí vnitra Malá. Ministr vnitra Rakušan na dotazy Seznam Zpráv, co si o nepotrestání Moravce myslí, do vydání textu nereagoval.

Ministr zahraničí Lipavský už neví "kudy kam", jak názorně ukazuje toto krátké video ze Sachsen ve SRN. Byli to levicoví odpůrci Ukrajiny. Ministr ji hájí příkladně, ale jistou symboliku, ve věci neschopnosti řídit své ministerstvo, video má. JŠ

Hören wir uns heute die Geschichte von Jakub an. Er arbeitete über zwanzig Jahre lang im tschechischen Außenministerium, hatte viel Erfahrung und war einfach ein Profi in der Konsulararbeit.

Im Rahmen seiner vierten Reise wurde er in das Land Z entsandt. Die Arbeit machte ihm Spaß und er akklimatisierte sich schnell. Einige Monate später tauchte plötzlich ein Mann mit seltsamem Aussehen in der Botschaft auf und brachte verdächtige Antragsteller für Schengen-Visa ins Konsulat. Jakub lehnte sie ab, da es sich offensichtlich um illegale Einwanderer handelte, die nie wieder nach Hause zurückkehren würden. Der "Führer" war dem Botschafter bekannt. Er sah sie manchmal zusammen, er wusste nicht, wer sie waren, aber alles war sehr verdächtig. Der Chef fing an, subtil anzudeuten, dass es eine gute Idee wäre, die Visa zu erteilen. Sein Freund wäre nicht glücklich über die Verweigerung des Visums, er habe Geld darin und brauche es wieder für andere Dinge. Außerdem wollen diese Leute nicht in die Tschechische Republik, sie wollen alle woanders hin, also ist es für die Tschechen kein Problem. Und es gab nicht viele Bewerber.... Als Jakub das Visum ablehnte, änderte sich die Haltung des Botschafters ihm gegenüber. Von einem netten, angenehmen Mann, der schnell zu Höflichkeiten bereit war und einen lässigen Ton anschlug, wurde er allmählich zu einer unangenehmen und unberechenbaren Person.

Jan Lipavský: "The Czech Republic has come a long way since the Velvet Revolution. We are a free, adult and self-confident democracy. About two months after his death, his wife asked then Secretary of State Miroslav Stasek (now the Czech ambassador to the US) why there was no press release or press coverage of the death of diplomat Petr Dubovec? His answer: 'In the case of deaths of diplomats, the MFA does not react in any way and no news is issued'. A lawsuit was filed against the MFA of the Czech Republic and two hearings were held. The judge was promoted, the case is back to square one. The public will be informed about the further course of action. The public media has shown no interest in the case. Why is that? You'll understand after watching the video. The demonstrators in November 89, 34 years later, never imagined such criminal conditions.

I suppose that the MFA of the Czech Republic will ask the police to issue an international arrest warrant for my person so that I cannot disturb the speech of Minister Lipavsky by my mere presence, as was the case on the 7th. November in Vienna. Neither the Director of the Diplomatic Academy in Vienna, Mr. Emil Brix, nor Minister Jan Lipavsky have yet replied to my letters. On 31.10.2023, I attended the launch of the book "NO, Mister Minister" by the long-time diplomat Ondrej Kashina in the café Božská hlavice in Prague. It was packed. I can only recommend the audio recordingof the whole event - it's hard for words to penetrate the (in)dependent media. The discussion was also attended by František Koukolík (Czech neuropathologist, columnist and recipient of the Knight of the Czech Medical State award) and Jiří Balvín, former Director General of CT. The book is a novel with changed names. It was clear to those present what it was about. I have made several interventions in the debate and raised other important issues. The book also writes in detail about corrupt visa deals in Vietnam. Similarly, visas for the Schengen area were traded in Morocco.

I also contacted the Director of the MFA Department, who was asked to help me get a carg after the sudden recall of the Consul from Morocco, Dr. Jana Chaloupkova. It had been blocked for 10 months in Morocco by Ambassador V. Lorenc. She could have approached the Moroccan Embassy in Prague to help with the transport without the need for help from the Czech Embassy, which did not want to communicate with the carrier. The director acknowledged that it was an incredibly long time, but then she inquired somewhere and everything was different. The reason why the MFA could not help was supposed to be the proximity of Lorence and President Zeman.

"Find the limit of work", writes Minister Lipavsky to diplomats...

In five months, the Foreign Ministry has been rocked by three sudden and untimely deaths of high-ranking Czech diplomats - "on duty" and in high-profile destinations. The office is considering a new regulation of working conditions under the Foreign Service Act. Access to psychological care for diplomats and their families is also to be improved.

As a side note, the diplomat Jana Hybášková was caught drunk driving - and promoted. The brilliant diplomat Dr. Jana Chaloupková, who refused to behave in a way that was not in accordance with the rules, was literally thrown out of the MFA on the street. All this after many years of successful diplomatic work for our country (knowledge of 12 foreign languages).

After almost two years of closed borders, travellers are now more invested than ever to travel, experience new places, and realize the travel plans that they had put on hold for such a long time, SchengenVisaInfo.com reports.

Travellers to the 26 Schengen Area countries who need a Schengen visa to be eligible to enter, however, day by day, are more likely to face another hassle, that of having their visa application rejected. In 2021 the rejection rate of Schengen visa applications worldwide reached its peak, with 13.4 per cent out of the total number of travellers receiving a negative response in their application.

According to Schengen Visa Info, there are 12 reasons for which visa applications are rejected most frequently, including here a criminal past of the applicant, a damaged passport, the invalidity of one of the documents submitted, and insufficient financial means to support travel, etc.

Morocco is also among the countries that have experienced a steep increase in the number of rejected visas year by year, from 15.3 per cent of applications being rejected in 2017 to 18 per cent in 2018, 20.5 per cent in 2019, 23.6 per cent in 2020, and as many as 27.6 per cent in 2021. "Najděte hranici práce", píše ministr Lipavský diplomatům…

Během pěti měsíců otřásla Ministerstvem zahraničních věcí tři náhlá a předčasná úmrtí vysoce postavených českých diplomatů – „ve službě“ a v ostře sledovaných destinacích. Úřad zvažuje pracovní podmínky nově upravit i v rámci zákona o zahraniční službě. Má se také zlepšit přístup k psychologické péči pro diplomaty i jejich rodiny.

Černínský palác čelil zejména ze strany prezidenta Miloše Zemana a jeho okolí nebývalému tlaku, který provázel snahy Hradu o obrat v zacílení zahraniční politiky – ze Západu na Východ a vstříc autoritářským režimům. Celý článek>

Na okraj připomínám, že diplomatka Jana Hybášková byla přistižena notně opilá při jízdě autem - a povýšena. Skvělá diplomatka dr. Jana Chaloupková, která odmítla chovat se v rozporu s předpisy, byla z MZV ČR doslova vyhozena na ulici. To vše po mnohaleté, úspěšné diplomatické práci pro naši zemi (znalost 12ti cizích jazyků).

Aktualizováno 23.10.2023: Moskva si předvolala českého diplomata - Ruské ministerstvo zahraničí si tento týden předvolalo zástupce české ambasády v Moskvě Jana Ondřejku, aby protestovalo proti postoji Prahy ohledně nedávného útoku na ukrajinskou obec Hroza. Ruská diplomacie to v sobotu odpoledne uvedla na svém webu. Jeho nadřízeného Jiřího Čisteckého „pornoherce", už Moskva nezve. Jan Lipavský bude mít 7.11.2023 přednášku ve Vídni na téma Geopoletické změny z pohledu české bezpečnostní strategie. Doufejme, že součástí české bezpečnostní strategie není „pornoherec“. JŠ

Všechna média o této kauze stále mlčí, otázkou je jak dlouho ještě? Vlády Polska, SRN a Itálie jsou informovány. Na jejich problémech s uprchlíky se ČR podílí více, než tuší, včetně veřejnosti. Ministr vnitra Rakušan dnes prohlásil: “Aktivně se snažíme, společně s orgány EU, řešit migrační problém.“Měl by ho řešit především s MZV ČR... 70% uprchlíků přicházejících z Východu do EU končí ve SRN. To je nemůže nikam vrátit, protože nebyli vůbec zaregistrováni!Správa státu kolabuje, jeho neschopnost se projevuje stále více. Svoboda slova a právo veřejnosti na informace mají svoji cenu - Státní nátlak na média kvůli odtajnění zdrojů. Premiér Petr Fiala nyní při schůzce s šéfkou Evropské komise Ursulou von der Leyenovou v Praze uvedl: "Jsme připraveni se podílet na ochraně vnější hranice EU. Tous les médias restent silencieux sur cette affaire, la question est de savoir combien de temps encore ? Les gouvernements polonais, allemand et italien ont été informés. La liberté d'expression et le droit du public à l'information ont un prix - Pression de l'État sur les médias pour qu'ils déclassifient leurs sources. En réponse à la visite d'Ursula von der Leyen à Prague et au scandale actuel des visas en Pologne, nous modifions le sujet de la 5e partie de ce numéro. Le Premier ministre Petr Fiala a déclaré lors d'une rencontre avec Ursula von der Leyen, chef de la Commission européenne, à Prague : "Nous sommes prêts à participer à la protection de la frontière extérieure de l'UE. Er kann gut reden, aber das ist auch schon alles. Er hat sich geweigert, sich mit diesem Fall zu befassen, mit der Begründung, es sei "keine Angelegenheit des Ausschusses", aber die Slowakei schon? Ein weiterer Heuchler, der sich um sein gutes Haus kümmert. Er antwortet nicht mehr auf meine wiederholten Informationen, ebenso wenig wie der Vorsitzende des Sicherheitsausschusses, Pavel Žáček (der überhaupt nicht antwortet). Alle Medien schweigen noch immer zu diesem Fall, die Frage ist, wie lange noch? Die Regierungen von Polen, Deutschland und Italien wurden informiert. Die Tschechische Republik ist mehr in ihre Flüchtlingsprobleme verwickelt, als sie wissen, auch die Öffentlichkeit. Der tschechische Innenminister Vít Rakušan sagte heute: "Wir versuchen aktiv, gemeinsam mit den EU-Behörden, das Migrationsproblem zu lösen." Er sollte es in erster Linie mit dem tschechischen Außenministerium besprechen...Die Verwaltung des Staates bricht zusammen, ihre Inkompetenz wird immer deutlicher. Meinungsfreiheit und das Recht der Öffentlichkeit auf Information haben ihren Preis - Staatlicher Druck auf Medien, Quellen zu deklassieren. Französischer Journalist landet in Untersuchungshaft.

Als Reaktion auf den Besuch von Ursula von der Leyen in Prag und den aktuellen Visaskandal in Polen ändern wir das Thema des 5. Teils dieser Ausgabe. Premierminister Petr Fiala sagte jetzt bei einem Treffen mit EU-Kommissionschefin Ursula von der Leyen in Prag: "Wir sind bereit, uns am Schutz der EU-Außengrenzen zu beteiligen. Unser Ziel muss es sein, zu verhindern, dass Menschen überhaupt nach Europa kommen und dass Menschenschmuggler aktiv werden."

Aktualizováno 23.10.2023: Moskva si předvolala českého diplomata - Ruské ministerstvo zahraničí si tento týden předvolalo zástupce české ambasády v Moskvě Jana Ondřejku, aby protestovalo proti postoji Prahy ohledně nedávného útoku na ukrajinskou obec Hroza. Ruská diplomacie to v sobotu odpoledne uvedla na svém webu. Jeho nadřízeného Jiřího Čisteckého „pornoherce", už Moskva nezve. Jan Lipavský bude mít 7.11.2023 přednášku ve Vídni na téma Geopoletické změny z pohledu české bezpečnostní strategie. Doufejme, že součástí české bezpečnostní strategie není „pornoherec“. JŠ

Premiér Petr Fiala uvedl, že v záležitostech ochrany vnější hranice EU/Schengenu a s tím spojené vízové politiky je kompetentní MZV a MV ČR. Současného ministra vnitra Víta Rakušana (STAN) jsem kontaktoval ještě během volební kampaně v r. 2021. Tehdy mi imponoval svou odvahou otevřít otázku podvodů s vízy na české ambasádě v Teheránu během televizní debaty lídrů stran.

Tehdejší ministr vnitra Jan Hamáček (ČSSD) reagoval velmi rychle a až nápadně důrazně „A máte důkazy?“ a šéf komunistů uvedl, že víza vydává velvyslanec (ČT Superdebata 6.10.2021). Bylo patrné, že se p. Rakušan levice touto otázkou nějak dotkl. Ale p. Filip neměl pravdu. Za vízovou agendu je odpovědný vedoucí konzulárního úseku a ten také rozhoduje o vydávání víz. Na velkých ambasádách může být např. i vicekonzul, ale velvyslanci mají na práci něco zcela jiného. Odpovídají ale samozřejmě za celkový chod velvyslanectví a také za to, že se dodržují zákony. Když jsem v l. 1998-2002 vedl slovinské velvyslanectví v Praze, nikdy jsem si nedovolil do konzulární a vízové agendy zasahovat. Ta byla v gesci kolegyně a už vůbec by mne nenapadlo na ambasádu vodit nějaké podezřelé osoby. To by byla ostuda nejen pro velvyslanectví, ale pro celou naši zemi. Některé schengenské státy mají praxi ale trochu jinou a víza vydávají ve svém ústředí doma, např. Nizozemsko. To je poměrně dobrá praxe bránící v korupci na velvyslanectví.

Prime Minister Petr Fiala has stated that the Ministry of Foreign Affairs and the Ministry of the Interior of the Czech Republic are competent in matters related to the protection of the external border of the EU/Schengen and the related visa policy. I contacted the current Minister of the Interior, Vit Rakusan (STAN), during the 2021 election campaign. He impressed me with his courage to raise the issue of visa fraud at the Czech embassy in Tehran during a TV debate between the leaders of the parties.

Premierminister Petr Fiala hat erklärt, dass das Außen- und das Innenministerium der Tschechischen Republik für den Schutz der EU-/Schengen-Außengrenze und die damit verbundene Visapolitik zuständig sind. Ich habe mit dem derzeitigen Innenminister Vit Rakusan (STAN) während des Wahlkampfs 2021 Kontakt aufgenommen. Er hat mich durch seinen Mut beeindruckt, die Frage des Visabetrugs in der tschechischen Botschaft in Teheran während einer Fernsehdebatte zwischen den Parteiführern anzusprechen.

Poslechněme si dnes příběh Jakuba. Pracoval na českém ministerstvu zahraničí přes dvacet let, měl mnoho zkušeností a v konzulární práci byl jednoduše profík

Do země Z byl vyslán v rámci svého čtvrtého výjezdu. Práce ho bavila, brzy se aklimatizoval. Za pár měsíců se najednou na ambasádě začal objevovat člověk podivného vzezření a vodit na konzulát podezřeléžadatele o schengenská víza. Jakub je zamítal, protože šlo evidentně o ilegální migranty, kteří se nikdy domů nevrátí. „Průvodce“ byl známý velvyslance. Občas je viděl spolu, nevěděl o koho se jedná, ale vše bylo velmi podezřelé. Šéf začal nenápadně naznačovat, že by bylo dobré ta víza dát. Že jeho kamarád nebude ze zamítnutí víz nadšený, má v tom peníze a on ho zase potřebuje pro jiné věci. Stejně ti lidé nepojedou do Čech, všichni chtějí někam jinam, tak to pro Čechy zase takový problém přece není. A žadatelů nebylo moc…. S tím, jak Jakub víza zamítal, měnil se i vztah ambasadora k němu. Z milého, příjemného muže, jenž rychle nabízel tykání a nonšalantní tón, se postupně stával nepříjemný a nepředvídatelný člověk.

„Dáma z Damašku“ má skončit. Doyenka české diplomacie v Sýrii pomohla zachránit mnoho spojenců.

Nejednou jí šlo o život, přesto v dresu Česka stále pracuje v jedné z nejsložitějších destinací na planetě. Podle zjištění serveru Lidovky.cz by měla velvyslankyně v Sýrii Eva Filipi na postu v Damašku nyní skončit.

Její diplomatický um vyzdvihovali i Američané. Ti po útoku na velvyslance Roberta Forda v roce 2011 svou přítomnost v Damašku omezili. Následně Češi začali hrát roli styčného důstojníka či ochránce amerických zájmů (takzvaná protecting power). To se týká především konzulárních otázek, které se dotýkají osudů konkrétních amerických občanů. Důvod, proč si USA vybraly Česko, popsal před šesti lety pro časopis Foreign Policy sám bývalý velvyslanec Ford. „Eva (Filipi) měla lepší přehled o myšlení syrské vlády,“ zavzpomínal.

Diplomacie výměnu nechtěla komentovat. „Proces jmenování velvyslanců probíhá v utajovaném režimu, a proto nemůžeme detaily komentovat,“ sdělil Daniel Drake, mluvčí ministerstva zahraničí. Dodal, že česká ambasáda v Damašku bude i nadále vykonávat funkci „protecting power“.
